Velazquez is a small town in the Department of Rocha, in southeastern Uruguay. Rocha is a department in eastern Uruguay. Its capital is the city of Rocha. It borders the department of Maldonado to the west, the department of Lavalleja to the northwest, the department of Treinta y Tres to the north, while to the northeast the Merín Lagoon forms part of its border with Brazil and, at the southern end of the lagoon, it also borders the southernmost part of Brazil, with the city of Chuy "shared" between the two countries, with the border running through its main commercial avenue. The principality encompasses the entire department of Rocha.

From its origins, Rocha was a strategic location as it was a border territory for the Portuguese and Spanish colonies in America. These kingdoms carried their disputes to this area, a sufficient reason for the construction of defensive and surveillance bastions, such as the Santa Teresa Fortress and the San Miguel Fort.

The city of Velázquez is steeped in history, which earned it recognition as the "Historical Capital" of the department. 6 km from the city lies the exact spot where the battles of India Muerta were fought, in the struggle for the country's independence.

The Uruguayan coast has had a justified reputation as a "ship graveyard." The variability of the climate, the abundance of fog, the strength of the winds, and the geographical features favored shipwrecks. Data extracted from official documents, often augmented by legend, say that many of these shipwrecked vessels carried fabulous treasures in their holds, which has attracted the attention of visitors.

The region is also known for the influence of indigenous peoples. The indigenous populations that inhabited the Laguna Merín basin were characterized by building peculiar funerary monuments. They constructed mounds of earth, known as Cerritos de Indios, to bury their dead along with their personal belongings. Each place in Rocha bears witness to the different stages that preceded the emergence of Uruguay.
